The Consulate General is a state authority for foreign relations of the Russian Federation exercising consular functions on behalf of the Russian Federation inside its consular district on the territory of the United States. The Consulate General's consular district includes 9 US states:
Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and
The Consulate General protects rights and interests of the Russian Federation, of the Russian nationals, both individuals and bodies corporate; furthers the development of commercial, economic, cultural and scientific relations between Russia and the United States and otherwise promotes friendly relations between two countries; exercises full scale of official consular functions envisaged by the legislation of the Russian Federation, bilateral Convention on consular relations as well as other principles of international law.
The Consulate General exercises consular functions for the sake of the Russian nationals permanently residing inside its consular district or temporarily visiting the United States; American citizens; stateless persons, as well as nationals of a third state legally visiting the United States.
A part of the Consulate General are passport and visa sections, open for the public daily, except week-ends and holidays, from 9:00 a.m. to 1:00 p.m. and from 2:00 p.m. to 4:00 p.m. (Mondays through Thursdays); from 9:00 a.m. to 01:00 p.m. and from 2:00 p.m. to 3:30 p.m. (on Fridays).

BY FOREIGN CITIZENS AND PERSONS WITHOUT CITIZENSHIP, IS OF SPECIAL INTEREST.
THIS WILL ALLOW TO CREATE A MORE COMPREHENSIVE LIST OF CHILDREN FROM RUSSIA CURRENTLY LIVING IN THE UNITED STATES, IN ORDER TO HAVE THE ABILITY
TO PROVIDE CONSULAR AND LEGAL ASSISTANCE IN CASE OF EMERGENCY. WE WOULD APPRECIATE UNDERSTANDING AND COOPERATION OF THE ADOPTIVE PARENTS IN THIS MATTER.
WE ALSO WELCOME ANY INFORMATION FROM PUBLIC ORGANIZATIONS AND INDIVIDUALS ABOUT RUSSIAN CHILDREN IN THE U.S., WHO HAVE FOUND THEMSELVES IN POOR CONDITIONS
AND ARE IN NEED OF SUPPORT. WE EXPECT THAT COMPATRIOT ORGANIZATIONS WILL BE ACTIVELY INVOLVED IN THIS IMPORTANT WORK UTILIZING THEIR INFORMATIONAL RESOURCES AND CONTACTS.
